Cant get rid of it

I want to use my smart phone and Shaw cuts in for me to use its wifi. I cant get rid of it. I cant get info without it coming on. I dont need it everytime Im not in a wifi hotspot so why does it think it needs to always interfere? I always have to shut off my phones wifi just to by-pass the Shaw sign-in page.
